Brigadier General (Retired) Dave Barnes, PhD, is a leading authority in the fields of artificial intelligence ethics, strategic digital transformation and responsible technology implementation serving as an AI Ethics Consultant. He was recently recognized as one of Forbes’ “Top 15 AI Ethicists” and appointed as a Visiting Fellow at Oxford University’s Institute for Ethics in AI. He currently holds advisory positions on several committees, including the IEEE Standards Association’s Research Group on Issues of Autonomy and AI in Defense Systems. He is a Non-resident Fellow at the Stockholm Centre for the Ethics of War and Peace, an editor for the Journal of Military Ethics and a frequent public speaker. He is recognized for his expertise in responsible AI, human-machine teaming, autonomous systems, military privatization and the ethics of armed conflict. His final appointments during his 32 years in the US Army were Professor at the United States Military Academy and Chief AI Ethics Officer for the Army’s Artificial Intelligence Integration Center (AI2C), where he contributed to the formulation of the Department of Defense AI Ethical Principles and the 2020 US Army AI Strategy.
